All companies involved in international goods transport to Romania must now comply with the RO e-Transport system. This electronic platform, launched by the Romanian Ministry of Finance, aims to regulate and control road transport within and beyond Romanian borders.
The RO e-Transport system aims to:
- Reduce tax evasion
- Reduce the VAT gap
- Prevent illegal trade of goods
Who must be part of the RO e-Transport system?
All companies carrying out international transportation of goods to Romania are to be required to participate. These are:
- National and international carriers of goods with tax risk.
- International freight forwarders in general.
How does the RO e-Transport system work?
The RO e-Transport system requires the electronic notification of the RO e-Transport document in XML format to the national platform. The document must include detailed information about the goods, such as the consignor and the consignee, the characteristics and value of the goods, the place of loading and unloading, and the mode of transport.
The system generates the ITU code that uniquely identifies the goods once the shipment has been declared.
Important aspects of ITU Code:
- It can be requested up to 3 calendar days before the start of the shipment.
- It is valid for 5 calendar days after the identified shipment date.
What does this change mean for your business?
If you are exporting goods to Romania, you need to be aware of the following points:
- The consignee of the goods must provide you with the corresponding ITU code.
- ITU Code number and the place of entry of the goods must appear on the CMR.
Responsibility for requesting the ITU code:
- Consignee in Romania for goods originating in the EU and destination Romania. Supplier in Romania for goods destined to an EU country.
- Logistics warehouse or forwarding agent for goods in transit within the EU.
- The consignee specified in the customs declaration for transports with origin/destination in third countries outside the EU.
